This country highlight showcases how the Global Inclusive Insurance Facility (GIIF) has supported the development of agricultural insurance in Mozambique since 2011. Working with Hollard Mozambique, EMOSE, and government partners, GIIF has helped build market infrastructure for index-based insurance across one of Sub-Saharan Africa's most climate-vulnerable countries.

Key achievements include launching an early index insurance pilot for cotton farmers, supporting Hollard Mozambique in developing and scaling weather index products for smallholder farmers growing maize, cotton, and sesame, contributing to government adoption of index insurance as a policy tool (including a 40% premium subsidy for smallholders), and advancing digital tools such as GPS data collection and mobile payment platforms to enable end-to-end digital insurance delivery.

GIIF's work in Mozambique has demonstrated how index insurance can be embedded within seed sales, bundled with credit, and scaled through trusted value chain actors, even in low-infrastructure, climate-exposed markets.

This highlight also reflects on lessons learned from Mozambique's experience, offering valuable insights into building agricultural insurance markets in post-conflict and climate-vulnerable frontier economies.
